I'm thinking that this stuff is a rust maker just like the padding between frame and body. You know, any kind of fabric stuff will hold moisture when it gets wet. I was considering some thin hard rub

I used a heavy (3/32 or 1/8 inch) rubber mat cut into appropriate strips. It has worked well for several years. While you are at it, get a spray can of rubber undercoat. Thoroughly clean and de-rust

I just cut up some old Goodyear inner tube into long strips and glued it in behind my newly painted metal straps. Larry.
