I have the heater out of my TR3B, and am sanding and repainting it. How can I tell if the fan motor functions? Is it okay to hook it up to a 12 volt battery, or is there some sort of relay I need? If

Yes it is a 12 V. The rheostat on the dash is used to adjust voltage for fan speed. I think TRF or Moss has brushes. Any thing else you will have to get a used one from one of the used parts shops.
