Sure sounds like you (you-all in Texas) have a vacuum leak in your Holley. If it back fired a couple of time you can bet the power valve is blown. Anyway with the engine running and when the RPM drop

to adjust and don't stay adjusted for long. You have to remove the two screws on the side of the carb, then adjust the float by loosening the nut and turning the screw on top of the carb until fuel

If you don't want gas on the manifold, while adjusting the float level of a Holley, you can buy a clear plastic sight plug for most parts suppliers, like Summit, etc. Larry

Craig, They are not meant to be left in, just used turning float adjustment. I personally find they are not as good as an open hole (with some paper towels on the manifold) and a little care. Steve -

Don't even waste your time with a holley. They are fussy, picky time-wasting carbs. Go with a edlebrock or a for four-barrel. Been there done that
