Do you mean you have to turn the key on/off 20-25 times or is that how many turns the starter makes? My '78 Midget requires 3-4 turns of the key after setting awhile and probably 8-10 starter turns

Check the small tubes (hoses) that connect the bottom of the carb fuel reservoirs (float chambers) to the main body of the carb. Again, they run under the carbs, and can be felt if not easily seen.

You might try installing an electric fuel pump just outside the fuel tank, It would quickly build up fuel pressure, Come to think of it the spare engine has a fuel pump with a hand primer on it. This
