The way I understand it, its next to impossible. The home market 1980 B will not meet U.S. specs, and you as an individual can't retro fit it at any reasonable cost . The cut off year for home market

Well...... the answers is - it depends. IF the person coming over is NOT a US citizen and they are coming over on a VISA (H1,H2....), then they can bring a car over as personal property and drive it
