Most intake manifolds made for the Carter AFB bolt pattern are pretty dated and better stuff can be had real cheap. If it is drilled for the very old WCFB type carbs it is probably so old as to be a

IMO, you're fairly correct in your thinking. However, if it were me, I'd machine out the intake and buy a Wilson Tapered Spacer #004150, which makes a transition from the 4 carb holes to a single op
