Brian, I suspect your problem may be a faulty 3rd/4th gear switch on the gearbox. On mine (a 76) the wiring diagram indicates that *unless* the car is in 3rd or 4th, the solenoid will not get power.

Brian, It seems I may have partially misled you. I checked both Chiltons & Haynes wiring manuals (the scary part is that they agreed with each other) & this is what you should have according to them:
