Don't know about now or the legalities, but in the late 60's within city/town limits of some of the places I visited in Spain while in the service nobody drove at night with headlights, only parking

I seem to remember in one of the states I lived in, that it was illegal to drive with parking lights and not the head lights on. Probably never enforced. So that's Kansas, California, New York, Illin
