You don't say if that is 13.5 volts when cranking or not. A lead acid battery can have an internal short and the voltage will drop greatly when cranking but seem normal while not cranking. Larry Mac

The solenoid is moving but it's not activating the switch part of the mechanism. A solenoid moves to close contacts which carry high amperage. It also moves a gear into mesh on the flywheel ring gea
