First no need to drill out the holes on the hinges. There is a special stepped bolt that is used in this application. The lower attachment pieces could be fabricated easily with two triangular Piece

Patton/Ned and all, If I had one without the "special" bolt I would probably make a sleeve for the rack then use a chrome nut and bolt. DO NOT DRILL on your hinges!!! Cheers!! Tracy
