I'd remove the ground strap on the engine and clean everything up. When reinstalling it I would check to be sure that it is not being insulated. Feel the choke cable and see if it is getting hot this

Hi Perry, I opine that the ground straps from the engine to the frame are not making a good connection. Unbolt and clean all that stuff, not forgetting the battery ground cable to-body connection. CR

Ohms law, ohms law! High current flow cannot be caused by both a short and/or open circuit. High current flow in the starter can be caused by high mechanical resistance or low electrical resistance.
