Check the flex hose that connects to the slave cylinder. It can go one-way valve just like the infamous brake hoses. The symptom is just that, the return spring is only so strong and the line is rest

It does not sound like hydraulics to me, the purpose of the hydraulic system is not to make the pedal return quickly. I would look for binding somewhere, maybe shoot a little oil on the pedal compona
