On my '73 Midget, there are two holes on each side of each frame rail in the location you identify. The outside holes are the attachment points for tow eyes. There is nothing in the inside holes, but

The outside ones are for a tow eye, and on non-rubber bumper midgets there is a brace for the front bumper on the outside too. I don't think anything goes on the inside. I posted my conversion to rol
