It's most likely an MG 1100 or 1300. These were a developed from the Mini. It has a transverse BMC A series engine with front wheel drive and offered a little more space and "luxury" than the Mini.

That's the way it was designed. They don't have electric fans as the fan runs off the belt of the transverse engine. The air flows from the engine compartment through the radiator and into the wheel
