Tim, My guess is that: a) your horn does not work, and b) these wires need to be connected to the steering rack. Remove the plug which covers the steering rack's grease port, place the ring terminal

If I understand your question, both black wires are ground wires. The loop end attaches under the oil plug on the steering rack and the wire with the female spade terminal fits on a male tab welded
