I know of the process but not the company. Alabama doesn't have titles on cars (sounds amazing, eh?) so what you get is a fancy bill of sale from Alabama and then you go dicker with your state's lice

Here in Colorado the State will issue a new title for a car without one. It is called a bonded title and is only a couple of bucks extra. Do you suppose that Broadway Title Co is doing something for
