I had this problem. On my motor (1500) I took out the dizzy and drive gear and ran the pump with a drill (counterclockwise) and got a lot of resistance. I took my oil cooler thomostat off and it most

Priming the pump is good. Do the dry crank without the plugs in to eliminate compression (saves your starter, too). It takes 30 - 50 seconds for the oil pressure to come up, definitely not 15. When
