- I tend to agree that older cars at least in the USA account for a very small amount of the emissions problems and older cars should be somewhat exempt from standards or at least the standards should

- While it has been a long time since I've seen the list off emission constituents put out by Diesel engines, I do recall that while they are higher in particulate emissions - the black soot you refer
