69 to 73 Corvettes came stock with 8" wheels. You'd need soem language to handle that. The Under option 2 you'll have a tough time finding a tire to be adequate for a Corvette unless you consider a

how about "no more than 1.5" wider than stock, period". wouldn't that solve it? why not just say "wheels no larger than 16" or 1" larger than stock, whichever is GREATER", then the corvette guys can

Well, my sister's MG TC that I helped restore and got to drive periodically had 18" wheels, of course they were probably only 4 inches wide...... And they were very successful race cars in their time

Regarding the wheels and tires thing. I don't think you will find any car that is older than 1973 to have anything resembling a good selection of competitive street tires regardless of what ever size
