I had a similar paint problem with Rustolium primer and black spray paint all over the top of my TR6. I used Meguires Smooth and Clean, though I expect any of the clay products at your favorite auto

So here is the method of getting traffic paint off of your vehicle. Call your local DOT office and make them pay for it. It took two minutes of my time and I should be recieving my claim form soon. K
