First thing to try is 0000 steel wool. It will generally remove all that can be removed without hurting the chrome. Then use Simichrome to polish. However, if those little freckles are what I think t

I've had good results using chrome polish with scotch-brite pads, like you find in the kitchen sink for scrubbing pots and pans. The pad is tough enough to get the crud and rust off, but soft enough
