Sounds like the carbs for my 1970B. Those are indeed vents, they connect to a breather system on later cars, or on early cars like mine, to pipes that dump the fuel safely below the hot exhaust manif

If it's like my B, the front carb has three inlets on the float lid, the back has two. Each have an additional port just in front of the butterfly and the front carb has one more port for the vacuum

Bob What you have is a set of carbs for a 68 or newer Spridget (pollution equiped) The second vent is indeed a fuel overflow (or as Les said, from the front carb to back) The brass tubes are for PCV

The charcoal cannister wasn't added until at least 1970 and maybe '72. I would use the PCV tubes on the carbs instead of buying a new gulp valve every season as I've heard is the case. A quick glance
