You can remove the float chamber lid with the carb on the car; without even removing the air cleaner, if you are lazy. Once you get it out you will see how incredibly simple it is. Either shaking it

Thanks to all for help with the float bowl. I'm not sure exactly what the problem was, but I took the cover off, sprayed an ocean of carb cleaner in the bowl, checked that the float was moving freely
