Thanks everyone, It's the good old Zenith Stromberg carb. I was also thinking that the return spring might be too weak or worn out. Any suggestions for a replacement? Thanks again, John

My sticky trottle problem turned out to be the pedal. Rust had formed in the hinge that prevented it from coming all the way back, though it moved freely for the rest of its travel. -dnw --Original M

By the way everyone, the sticky throttle situation was, in fact, fixed when I unbolted the gas pedal, put some vaseline on the pivot points and bolted it back together. I also detached and reattached
