So, it does it under load, at high vacuum, but not with throttle open, (low vacuum) or no load. Have you run a compression test? How are the valve guides? Timing? rg

Did you check your exhaust, It could have a blockage of some kind,or a partial blockage, causeing the engine to be chocked at a hide rpm for short periods. Carl E.

But he can simulate the behavior by pulling the choke, pointing possibly to a rich mixture, not a lean one as caused by a vacuum leak. Also, he gets the same results with SUs and the Weber. Since the

Is the vacuum system isolated to the manifold/carb? I have never seen a vacuum system totally replaced by a carb/manifold swap. Most all of them I have seen have hoses running all over the place. oh
