With the lights off and no accessories on, the ammeter on my TD reads a slight discharge at idle. Yet the generator will put out +25 amps when reved-up. I tried this with the field, armature, and amm

If memory serves (yes, I'm that old) your generator is performing properly. Slight discharge at idle is normal. If it bothers you, increase the idle. It's just the nature of all generator systems.
