What you have done so far is all good. However, my experience has been that an air bubble can form inside the oil filter canister, which prevents correct flow of the oil. Try slackening the canister

Hi again: Thanks for the responses to my oil priming problem. I had never had so much trouble pumping up oil pressure before starting an engine -- especially one with a so-called "self-priming" pump!
