When in doubt: put the spring with the higher arch (and shorter length) on the driver side. In the early days engineers figured - always a driver - less so a passenger. Carl '63 TR4 since '74 Mine w

If you have the unique springs (not all cars did, don't recall the supposed change point offhand), then the passenger side spring will have a short extra section of leaf, where the axle bolts to it.
