By any chance, do you think that there is water in the fuel lines? Try disconnecting the line on the carb side of the gas pump. If you have an original gas pump, there is a priming lever on it. Pump

Actually on a 3A, the original strap was from the motor side stud of the LH motor mount, to one of the frame bolts on the same mount. It's kind of hard to reach, but a good test is to feel the choke
