Scott, rather than wasting your money on a sleeved thermostat; I'd suggest getting yourself a new 180F regular thermostat. Sounds like your old one is stuck open. I use a Robertshaw 330-180, about $

FWIW, the thing that made the biggest difference in the amount of heat I got out of my meager TR3A heater was flushing and cleaning the radiator core. It seems I have to do this periodically. I have

When your 'bypass port' was plugged with the bolt you inserted, your heater piping became your motor's 'recirculation path'. That's why your heater worked faster. I am not sure it's healthy for your
