A larger pulley MAY help. But if it does, it is only masking the real problem. There is no way that a properly operating stock A-Series (which one has to assume in the absence of other info) will get

Any time I ran into that problem it was either low water or a clogged radiator. At lower speeds, the restricted flow cools OK, but at higher speeds, the pump can't force more water through the clogge
