Can't help you with a wheel balancer specialist in your area. But I do have some tips. An old fashion bubble balance might be better than the new dynamic spin balance they do today. Another option is

Just solved this exact problem with my '77B. She would shake at 55 but smooth out again at around 65. First, I repacked the front bearings. Still, no joy. Next, I moved the front tyres to the rear.
