I forgot one very important basic thing; the turn signals work off a switched fuse, the ignition switch needs to be in the ON position to get power to that circuit and to the turn signals. Try that

It's the common ground problem. Since the units ground to the body with the screws that attach the lenses, often paint or rust gets on the fasteners and you get a poor ground. Take the units off and
