- It look like you may have found what killed your first stabilizer -- a short circuit in one of the instruments or senders. I would suggest disconnecting the power then putting an ohmmeter on the lin

- As Rick says plus if you operate it without being connected to ground it will suffer no harm, but will cause the gauges to read high as the pulsing that Rick describes will not occur and the gauge(s)
