On my '68, that wire comes out of the harness an the driver's side of the engine comp't, at about the location of the windshield washer tank. In fact, it may emerge from the harness at (about?) the

Since this is the first time you have worked on this car you probably have no idea what the previous owner did to it. If the wiring harness is for a 2L can, and, as you state, the engine is a 1600,

An e-mail from Jim provided a clue - the PO was a MORON who should be banned from owning tools of any sort! Many POs of all kinds of cars are in that category. The MG list has many such examples also
