I believe the holes that you are talking about are for used for attaching the shoulder strap on early three point seatbelts. The holes usually have black plastic plugs in them when they are not bein

In his reply to this question on 09/24, Dave Morris referred to some black plastic filler plugs for these holes. I agree with him, as one of them is still extant, albeit slightly damaged, on my '73 B
