The 22 MPG were all highway miles at 60-70 MPH. I dismantled the carb a few months ago and replaced float and dismantled the autochoke and checked it also. Set all clearances according to the Haynes

Yes the arm should touch the button. That is the fast idle cam. It will push in when the choke is "off". It is good if yours is working, that means that the choke pulloff is OK. One problem could be
