- I'm not familiar with HIFs, but with the HS series carbs on my '67 B, the problem was a teeny-tiny fleck of rust/dirt blocking open the jet in one of the float chambers, so the fuel flow to my rear

- most probable problem is trash under the float needle(s). Take the float cover off (a real pain in the A**, cause you have to remove the carbs to do it) and clean the needle & seat with an areosol cl
