Home Depot sells (or at least used to) a "water heater blanket" that consists of synthetic felt with a metal foil backing. It works quite well at damping both noise and heat, IMO, and seems to hold

I still have the rubber mats, but on the down side once water gets under the mat it will stay there (hard to evaporate). That is why I have the seats, mats, & carpets out and cleaning up & repainting
