I've used fiberglass on a couple of floors before and its not a bad fix. Certainly easier that cutting out the original and welding in and sealing new ones. I only used it if the rust wasn't too bad

I would try to remove all the rust before applying the fiberglass by either sandblasting or glass beads or by other means. I wouldn't depend on a rust converter to stop all the rust. I would use an e
