Bill, If it's not "clicking", its not working. Should rattle like a machine gun when it's dry. I've had these pumps since 1951 cars and can offer you a few things that I have tried that seem to help.

Is your float bowl pouring gas into your carb? Maybe your float bowl/needle valve are leaking in your carb???? The SU is looking for the back pressure of a closed needle/seat to shut off. Steve -- S

Perhaps the reason the pump isn't stopping is because the fuel valve in the carburetor float valve is stuck open. Disconnect the fuel line from the carburetor and plug it, then see if the fuel pump
