Has the body been restored? I have seen this happen to cars that are restored, have a new rear fender installed, and have the proper wheel clearance When the panel is reinstalled. You have 2 choices.

You know, If the original poster is talking about a wire wheel car, with no clearance with stock size tires, he could have one the some dodo has converted to wires without changing out the rear axle
