It maybe the felt inner bushing that is found inside between the outer column and the center shaft. I know there is one possibly 2 used. they do wear and become thin and even slid down the column. Y

When you do that, sit in the driver's seat and put some upward pressure on the steering wheel with your legs. Sometimes the combination of the pressure and the whack will break it loose. --David C.
