If the gauge is reading low it could be you have no stat or it is stuck open. Or the gauge could just be reading low, they do that on the way to not reading anything at all (capiliary types, anyway).

'stat' is an abbreviation for 'thermostat'. If you do not have one, or if it is stuck open, your engine (and hence heater) will never reach working temperature except in a heat-wave in Death Valley.
