It means that someone took the liberty of changing the plate. If the plate one matches the title, I'd bet that the body is a donor for a wrecked car and the PO didn't know enough to swap the windshie

No, I'm saying the plate that has the numbers is riveted to the windshield frame!!! The early Spits (as you know have the frame bolted to the body, the later ones are welded to the body. But in both
