First off, I think you're referring to the flare nut, right? How do you know the threads are OK if you can't get the flare nut out? You do not want to destroy the flare nut if you can help it. Use a

The flare nut turns; but the steel tube is turning with it and I can feel that the steel line is starting to twist. The nut will come out of the caliper, but I don't want to sacrifice the brake line
