You are thinking too much. Just weld a couple of L brackets (use ~2" L, weld/tack them to the bumper brackets) under the splash panel, drill your hole and you are done. This is how they did it at th

There is not much clearence between body and front splash panel. Drilling through makes more sense, visually and structurally. brackets which would fit with the bumper and apron without drilling hole

Ed brings up a good point. If you design a bracket they way you are suggesting, you will get a huge amount of light vibration because the mount will not have any gussets to support against up and do
