I would try expanding pu foam. Used it in the past for similar needs and been surprised at its durability. Got the idea after seeing it used for fixing median safety barriers. Concrete block cast in

When I have a bad post, but the concrete is good, I yank the post, often in pieces, bit, by bit, plane down the new post so it fits easily, then pile up construction sand around the base of the post.
