My guess is that the speedo is the problem anyway. If the cable was in such bad shape that it was winding up and unwinding for no reason, I think you would have noticed while lubricating it. But the

For the record - I replaced just the upper cable, and that fixed the problem. Speedometer is rock-steady now. The upper cable, even in stock length, seems to have a lot of twist in it, as if it's an
