that it IS just black paint. I believe there were some USA safety issues
that included non-glare finishes on windshield wipers, instrument gauge
trim, etc. The economical route for BL would have been to just paint the
existing chrome stock. You can use a nut or dental pick to scrape off a
little black paint and see what's underneath. Then if it's not the chrome
you want...repaint it using matte black model paint (Testor's, etc).

For paint removal, try a local home store and BIX brand stripper. Try to
find a PASTE rather than a liquid, and one that is a water wash/cleanup
rather than chemical spirits. I usually keep a small amount of stripper in
an clean, former pickle or olive jar with a good lid, for just such
purposes. Use a brush to apply the stripper to the piece being stripped and
let it sit for a few minutes, or until you see the paint start to wrinkle
up. Then wash all the paint and stripper off completely. Dry the piece
carefully.
